Traffic Stop; Plain View; Alert
At a traffic stop, LE saw a bag of money. PSD alerted on money. No controlled substances were found. State drug charges dismissed, but federal government wanted forfeiture of money. Court held there was not enough evidence to determine money came from drugs, even though there was a positive alert, it was a large amount, packaged in a way that was consistent with drug proceeds and subject lied about the source of the money and his employment.
