Excessive Use of Force; Policy

PSD bite was reasonable use of force to apprehend a suspect after a 2.5 hour chase (no further information about the facts in this appellate opinion). LE policy was to use PSD only to overcome resistance, effect an arrest or prevent and escape and not to punish or injure a suspect who did not surrender when ordered to do so. Jury found no excessive force and appellate court affirmed.
