Excessive Use of Force; Monell Liability; Heck Doctrine

Subject on bicycle trying door knobs so LE decides to do an investigatory stop on him. Subject rabbits and hides under a house. PSD released and bites subject. Subject fought PSD so handler, concerned for the safety of PSD, called PSD off, Subject eventually comes out from under house but did not show his hands and continued to struggle with LE.  Subject later pleaded guilty to resisting arrest. Court holds that subject fails to state a claim under section 1983 and fails to state a claim under Monell liability. Court also holds that claims are barred by the Heck doctrine.
